The fate of a proposed $411 million contract to expand and update the second phase of the wastewater treatment process at the City of Omaha's Papillion Creek Water Resource Recovery Facility remained up in the air this week after concerns were raised by Omaha City Council members, a former council member and a local contractor about costs and what appeared to be a change in a competitive bidding requirement.
