WASHINGTON — President Donald Trump on Tuesday signed an executive order to create a nationwide list of verified eligible voters and to restrict mail-in voting, a move that swiftly drew legal threats from state Democratic officials as the president demands further limitations on voting ahead of this year's midterm elections.
